Pay By Enrollment Overview
As of July 2025, the Child Care Development Fund (CCDF) and On My Way Pre-K (OMWPK) vouchers paid through Conduent were replaced with a new integrated program called Pay By Enrollment (PBE). This new system is tied into Access Indiana for both parents and providers to view and manage the vouchers.
- Parents/Guardians: Log into their Access Indiana account and use the case number and parent key from their approval letter to connect to their Child Care Portal (English guide/Guía en español). This portal allows them to view their voucher(s), check any absences submitted by their provider and see the renewal date of their voucher(s).
Parents/guardians who wish to renew their vouchers each year will need to annually submit re-authorization paperwork with their supporting documents to their eligibility office (EO) to verify they are still eligible for assistance. Re-authorization forms can be found on the EO’s website or requested through the EO’s office.
- Child Care Providers: Only active child care programs and preschools that applied to become programs were approved by state licensing through I-LEAD. They completed the eligibility requirements for vouchers and can participate in PBE through their I-LEAD provider admin accounts. When a new child care program is approved by licensing, the direct deposit account that will receive the voucher payments must be set up for each license that is participating in CCDF, On My Way Pre-K or Paths to QUALITY™ reimbursements. Provider admins who accepted an admin invitation for each license will have access to the Attendance and Voucher Info section in I-LEAD needed to submit attendance, view children’s vouchers, manage payments and link their Child Care Management System (CCMS).
